Federal rules require every interstate mover to put “Your Rights and Responsibilities When You Move” and “Ready to Move?” in your hands before your shipment loads. Both live free in FMCSA’s Protect Your Move library. Read them before you sign anything, from anyone.
Federal law recognizes three written estimate types: binding, where the price is fixed in advance; non-binding, where the price can move with actual weight and services, inside the 110% rule; and binding not-to-exceed, where the price can come down but never up. Which type applies to your move is set in writing after the survey, and any mover quoting an exact interstate price with no survey and no waiver is skipping the step the law requires.
On a non-binding estimate, federal rules cap what a carrier can demand at delivery: the estimated amount plus 10%, and the shipment must be released when you pay it. Any lawful remainder bills afterward, within 30 days, never as leverage at the truck. If a crew ever ties your furniture to a surprise number, that’s not a negotiation. It’s a violation.
You get at least 9 months after delivery to file a written damage claim. A carrier cannot shorten that window. The carrier must acknowledge the claim within 30 days and pay, decline, or make an offer within 120. And before your bill of lading is signed, you’re owed a written summary of a neutral arbitration program for disputes. That clock is 49 CFR, not our marketing.
